Missouri couple arrested in Oklahoma after 2nd police pursuit with their two kids on board

NOEL, Mo. — At the beginning of the month, April 1, 2022, Noel Marshal’s Office engaged in a pursuit with a white GMC Yukon. The vehicle evaded officers.

Following the pursuit, investigation revealed the registered owner was untruthful about being in the vehicle during that pursuit. Additionally it was discovered their two children were present in the vehicle.

As a result of the Noel Marshal’s investigation, charges were filed and a warrant for arrest was signed in McDonald County, Mo. for, Isabella Bailey, 26, and Issac Downum, 26, both of Anderson, Mo.

WEEKS LATER A PURSUIT WITH OKLAHOMA HIGHWAY PATROL

Oklahoma Highway Patrol engaged in a pursuit on April 19, 2022. The vehicle crashed out and the driver fled the on foot. Leaving behind a passenger and their two children.

Bailey was the passenger and taken into custody on McDonald County, Mo. outstanding warrants.  She was extradited back to Missouri and is being held in the McDonald County Detention Center on $1,500 cash-only bond.

Downum was located later that night in Oklahoma through drone using infrared technology. He is facing criminal charges first in Delaware County, Okla. and then will be extradited to Missouri on charges stemming from the early April pursuit.

The children were not injured in the pursuit and crash in Oklahoma. They have now been transferred to the custody of family members.
