JOPLIN, Mo. — A groundbreaking today marked the beginning of construction on an expansion of Kelsey Norman Elementary School in Joplin. It’s funded by tax payers who approved a $25 million bond issue in June. $3 million is going to this project that will see the school add more than 8,300 square feet.
