Legislation prompted by a volunteer project in Carl Junction last year is now awaiting the governor’s signature. State Rep. Charlie Davis, R-Webb City, said the bill was passed in both the House and Senate after “overzealous regulations” held up a plan by a garden club to build a pavilion in a city park.
