A Joplin City Council member told a police officer he would see the police chief about a traffic ticket the officer issued him in a traffic stop in which the councilman challenged the officer to arrest him. Councilman Benjamin Rosenberg was stopped Sept. 28 for driving with his dog in his lap. It was the second time he had been stopped for the offense.
