Russ Bingman and some of his neighbors south and east of Joplin say they live in fear of a pit bull that has terrorized them when it’s loose. Bingman, 10265 Agatha Lane, said the pit bull nearly killed his pet cairn terrier, Ozzie, and also attacked his mother’s dog. But a state law enacted last year is preventing the sheriff or the county prosecutor from taking an enforcement action.
